Panic as Locals Abandon HIV Drugs over Hunger

Panic as Locals Abandon HIV Drugs over Hunger

Arua: Panic has engulfed health experts in Arua following reports that hundreds of people enrolled on Anti retroviral therapy (ART) are abandoning the drugs over hunger.

Officials said the most affected people are women and children especially, those living in poverty stricken rural villages of Arua District, Northern Uganda.

Speaking to Red Pepper in an exclusive interview on Thursday, Dr. Paul Bishop Drileba, the Arua Deputy District Health Officer said in 2015/16 financial year, a total of 11, 666 were tested HIV positive in Arua
district of which 10, 607 were enrolled on ART.

Dr. Drileba (R) and Candiru (L) during the interview at Arua district headquarters on Thursday

Drileba went ahead to stress that about 2, 440 of the enrolled HIV clients abandoned the drugs for various reasons with many complaining of hunger, a move he said calls for an immediate intervention.

“I always skip my drugs when I have no food to eat because they are too strong and have a lot of side effects like headache when taken on empty stomach,” said Florence Namusisi, 39, a resident of Abiricenduku village, Aroi Sub County in Arua district.

Namusisi, a single mother of 4, who has taken ART drugs for the last 15 years said with the current food crisis in the country, prices have gone high for her to afford daily meals since she only depends on food from market.

Florence Namusisi while speaking to Red Pepper about her challenges

When contacted, Jack Kokole, the Coordinator of Arua district network of people living with HIV/AIDs asserted that many of his colleagues have stopped taking drugs due to the looming hunger.

Kokole said their research indicates that most people living with HIV in Arua eat only one meal in a day due to poverty.

Kokole fears that if the situation continues up to 2018, they are bound to lose many HIV clients mainly as a result of hunger which forces people to abandon their drugs.

He appealed to the government to quickly come to their rescue by lobbying donors to provide free food items such as posho, rice, sugar, cooking oil and beans for people on HIV drugs.

Kokole stresses a point during the interview with Red Pepper in his office on Thursday

It is for this reason therefore that Beatrice Candiru, the program officer of the National Council of women living with HIV/AIDs (NACWOLA) said they have now embarked on equipping HIV clients with business and farming skills so as to improve on their living conditions.

“We are encouraging people living with HIV to start farming on small scale by growing vegetables around their compounds and do some businesses which can avert hunger in their homes,” said Candiru.

Candiru said the problem of hunger among people on HIV drugs is real, adding that it has forced 134 clients from River Oli Health Center IV in Arua Municipality to abandon drugs while 80 also went missing from Adumi HCIV in Adumi Sub County last year.

According to Dr. Drileba, the current Arua district HIV prevalence rate stands at 4.9 percent.

Zambia Court to Rule on Opposition Leader’s Treason Case Next Week

Zambia Court to Rule on Opposition Leader’s Treason Case Next Week

A Zambian court will rule next week on whether to throw out a treason case against the leader of the main opposition party whose lawyers say the charges are vague and ambiguous, a magistrate said on Thursday.

United Party for National Development (UPND) leader Hakainde Hichilema was arrested last week in a police raid on his home and charged with trying to overthrow the government.

His lawyers asked the court on Wednesday to dismiss the case, saying the charges were not specific.

Magistrate Greenwell Malumani said he needed time to decide whether to dismiss the treason charge and consider other preliminary issues that had been raised by the defence.

“The issues involved are many and complex and therefore I cannot hurriedly make a ruling. I will adjourn the matter to Wednesday, 26th April for ruling on the preliminary issues raised,” Malumani said.

Hichilema has been charged with plotting with other people between October 10 of last year and April 8 to overthrow the government. The arrest has raised political tension in Zambia, Africa’s second-biggest copper producer.

The Southern African country has traditionally been relatively stable but relations between the government and opposition have been fraught since last August, when President Edgar Lungu’s Patriotic Front (PF) party beat the UPND in a presidential election marred by violence.

The opposition says the vote was rigged but Hichilema has so far failed in his legal challenge against the result.

Rwandan man jailed for life for genocide crimes

A Rwandan man accused of leading and coordinating attacks on minority Tutsis during Rwanda’s 1994 genocide has been sentenced to life imprisonment for his role in the mass slaughter, Rwanda’s high court said on Thursday.

In the genocide, an estimated 800,000 ethnic Tutsis and moderate Hutus were killed in just 100 days.

Bernard Munyagishari, who headed a government-allied militia known as the Interahamwe in Rwanda’s west, was convicted of crimes of genocide and crimes against humanity.

Lawyers for Munyagishari said they would appeal.

Timothée Kanyegeri, one of the three judges who convicted him, said Munyagishari had trained the militia in how to distinguish the Hutu from Tutsis. He also “told them that to kill as (for a) snake, you have to hit hard the head, otherwise it will sneak away”, the judge said.

Kanyegeri said Munyagishari had transported members of the militia in buses as they went to kill the Tutsis in Rwanda’s former district of Gisenyi and had personally helped to distribute guns, machetes, axes and clubs used in the killings.

Munyagishari was arrested in neighbouring Democratic Republic of Congo in 2011. His case was transferred to Rwanda in 2013 from Arusha, Tanzania, where the now-closed International Criminal Tribunal for Rwanda was based.

Munyagishari is being held in Kigali’s central prison and was absent during Thursday’s sentencing.

The Mukono Municipality MP, Betty Nambooze Bakileke who is also the Democratic Party’s Vice President for Buganda region has been given a three-month suspension.

The suspension comes on the heels of Nambooze organizing a conference with DP delegates in Buganda last month, a move DP top officials strongly criticized saying it was illegal and accused her of defying the party president, Nobert Mao.

Uganda to Open Investment Office in Doha – M7

Uganda to Open Investment Office in Doha – M7

President Yoweri Museveni has said that Uganda is planning to open an investment office in Doha, Quatar to facilitate prospective investors with information on trade and investment opportunities and promote tourism in Uganda.

The President was on Wednesday addressing a delegation of 60 members of the Quatar Chamber and Quatar Business association at the Sheraton Grand Hotel in Doha, Quatar. The President was accompanied by the First Lady Janet Museveni and some other ministers on a 3-day State visit in Qatar.

“Uganda will open an investment office in Doha. It will also work on the promotion of tourism. It will be part of Uganda’s Embassy in Quatar. There is free entry and exit of investors in our country. Let the Islamic Bank come to Uganda and save investors from the challenge of high interest rates,” he said.

He expressed his pleasure for having his first visit to Qatar and noted that he also went to Saudi Arabia for the first time, Dubai and Abu Dhabi.

President Museveni observed that the Arab region was close to Africa, but noted that not much trade was going on between the African continent and the Arab peninsula.

He said that by investing in Uganda, which has got a population of 40 million people, they do not only sell to us but to the East African region that is endowed with a population of 170 million people while the Common Market for Eastern and Southern Africa has got over 500 million people.

“When you invest in Uganda you will sell up to the global level. We do not want Quatar to grow items but to process them. The areas where we need support and investment are the minerals development. We do not believe in exporting unprocessed minerals. You can invest in another iron ore processing industry since the one operated by the Chinese today produces 300,000 tons of steel per annum,” he said.

He therefore lured them to come up and work with Africa particularly Uganda stressing that ‘the more the business we conduct, the more we shall prosper.’

The members of the Chamber pledged to organize a visit to Uganda.
