Hassan Mukiibi-The New M7 Whistle Blower Cathing Finance Thieves

Three weeks ago, two top technocrats in the Finance Ministry were arrested getting a bribe from a Chinese firm involved in developing the phosphates plant in Sekuru Sub County Tororo district. The much-publicized operation was orchestrated by President Museveni who coordinated everything through his right hand man called Hassan Serunjogi.

This man has continuously been referred to just as Hassan Serunjogi in all subsequent media reports about the saga which recently saw Museveni condemn Matia Kasaijja and PSST Keith Muhakanizi for presiding over a Ministry of thieves. However, in today’s briefing we unveil this shadowy whistle blower also known as Hassan Mukiibi Serunjogi.

WHO IS HE?

In his 30s, Mukiibi was originally an influential political operative in Amama Mbabazi (JPAM)’s camp and always accessed Mbabazi’s Kololo home with Jacqueline Mbabazi’s full backing. He was part of the nucleus that metamorphosed into NRM poor youth group whose supreme leader was Adam Luzindana aka Putin. Whereas, using his finance muscle, Museveni easily bought off many former Mbabazi diehards amongst the youth groups, Hassan Mukiibi Serunjogi was the hardest for him.

He had the money and wasn’t poor like many of his peers in the group. And he often told Museveni as much. In April 2014, Museveni called a meeting to reunite the NRM youth league executive whose members had become sharply divided over the Kyankwanzi resolution making him sole candidate in NRM. It was in Entebbe State House. A total of 19 NRM youth leaders attended and at the meeting’s end, Museveni had convinced and intimidated all except 5 to abandon JPAM.

Hassan Mukiibi was among the 5 Mbabazi diehards the others being William Seruyinda, Adam Luzindana, Omodo-Omodo and KCCA councilor Shakur Walusimbi who defied Museveni and remained adamant. Immediately after Kyankwanzi, the youth league executive took a majority position denouncing sole candidature. But members, led by David Kabanda and Ibrahim Kitata, objected and instead denounced Namara who headed the executive.

Namara retaliated by calling a meeting during which the duo was expelled from NRM youth league membership for indiscipline. Museveni intervened fearing the action on the duo would demoralize his supporters in other organs of NRM. So he lectured the 19 in order to get them accept the Kyankwanzi resolution and secondly to reverse the expulsion of Kabanda and Kitata.

During that meeting the 5 pro-Mbabazi insisted Museveni must retire. Mukiibi spoke last after the vote had been taken in which Museveni scored 14 votes against Mbabazi’s 5. Mukiibi told Museveni the boys voted that way because they expected more money from him than Mbabazi can give. He assured Museveni these same people can change anytime should anybody offer something more. This is how he specifically made his point:

“Your excellence you earlier on told us you are a rich man with cows but I’m also rich. I’m not poor and let me tell you these boys have voted like that because they are poor and hungry. I can also buy them immediately after here and the same people will vote differently. I always tell them to be hard working and be rich like me. I can’t easily be intimidated because I’m rich. I have over 10,000 trees and in 4 years time, I’m expecting to reap over Shs4bn. So I’m rich and not one of those who come here because they are poor.”

He told Museveni many of the youth were pretending to be his supporters and anti-Mbabazi because they are poor. “You are also poor just like all these other ones,” Museveni angrily answered back to the consternation of others in the meeting. Some colleagues feared for Mukiibi’s life and advised him not to sleep at his home as Museveni may sometimes not take such pride lightly. After the meeting, Museveni took a group photo with others which Mukiibi contemptuously shunned.

His argument was party cohesion, which Museveni was emphasizing shouldn’t be over glorified at the expense of internal democracy in the party. Janet Anyine and Adam Luzindana were some of the people closest to Mukiibi in that JPAM group. Museveni realized the group thing couldn’t work on Mukiibi hence a decision to engage him separately.

He used bumlicious Anyine who in a separate assignment famously returned Sejusa to the country along with Micheal Katungi. Anyine continuously engaged Hassan until she delivered him to Museveni initially at Kisozi where he engaged him for days. Museveni maintained the wealthy youngman from Budda in Masaka was suffering from ideological disorientation which gradually had to be detoxicated.

Meanwhile Mukiibi remained one of the operatives Jacqueline Mbabazi trusted most and liked his guts to stand up to Museveni and tell him to his face. One evening after those long discussions at Kisozi, Museveni offered to drive Mukiibi around his farm. Only two of them were in the vehicle with Museveni driving. Unknown to Mukiibi, photos were taken and later released on social media. These photos sparked chaos in JPAM’s camp with Luzindana calling a news conference to announce Mukiibi’s knifing late 2014.

He was instantly replaced by Issa Kato who became national coordinator NRM poor youths. Mukiibi was accused of espionage and the Mbabazi camp heavily invested money in downplaying the impact his defection would have on their plans. He initially denied being a Musevenist and explained his only problem was the extremist tendencies that were cropping up in NRM poor youth group members. He specifically insisted “the original idea was to oppose Mzee without being disrespectful and abusive to him.”

The Mbabazists invested in propaganda aimed at portraying him as heavily armed with pistols from Museveni’s SFC and all this aimed at making him shunned and unable to mobilize. Mukiibi then retreated to his private works including being a leading stones and concrete supplier to the Turkish construction company that was constructing roads in Hoima in the Kaiso Tonya neighborhood. These are some of the connections he benefited from closely working with the Mbabazis when they still called shots in Museveni’s government.

For some time he was known to be the power broker for the Turkish firms in construction industry. Unlike Luzindana who liked to be conspicuous ever driving around in posh cars with personalized number plates, Mukiibi always kept low profile despite being very rich. As he waited for the storm sparked by haters in Mbabazi’s camp to settle, Mukiibi also concentrated on supervising construction of his apartments in Bukasa-Muyenga near Sebaana’s Sebo Green resort.

Previously he had invited the entire NRM youth league fraternity-both Museveni and Mbabazi supporters-to attend a mega bash he held at his father’s home in Budda Masaka where he unveiled a Shs300m house he had constructed for his parents. In November 2014 (long after his expulsion from the JPAM camp), NRM Wakiso district youths gathered at the district headquarters expecting Museveni who didn’t turn up.

This left chief meeting convener, Sewava Mukasa with an egg on his face. Feeling very subdued by the youth who kept taunting him maliciously claiming he had eaten their Shs12m from ISO chief Ronnie Balya, Sewava rang NRM Vice Chairman Mike Mukula who came in as dangerous substitute. It turned out Mukula didn’t have any money to appease the rampaging youth. He only fed them on words urging them to resist Mbabazi’s money. This made them angrier and reacted by taking Mukula hostage. They locked him in one of the basement rooms and it was Hassan Mukiibi Serunjogi who weighed in and saved the day.

He pulled out his wallet and threw $4,000 at the angry/hungry youths who instantly began singing JPAM praises. As he put back the wallet in his pocket, $200 fell on the ground and flamboyant Mukiibi just walked onto his car and drove off as if $200 meant nothing to him. This made many conclude the man from Budda in Buddu Masaka was wealthy and wasn’t in JPAM vs Museveni youth politics for money.

This was a bad day for the Museveni camp as the youth became angry and refused to endorse his sole candidature ahead of the NRM National Conference at Namboole where JPAM was expected to take on Museveni. Then came the kidnap saga victimizing city lawyer Julius Galisonga in Kamwokya. The opposition-leaning lawyer put the blame on Mukiibi being among other ISO operatives who were behind his woes.

Apparently Galisonga had a dispute with a business rival who obtained the backing of powerful security operatives through Mukiibi. Haters in JPAM’s camp were happy for a while seeing Mukiibi, the man they considered a traitor, paying for his sins. In the end, perhaps tired of being branded a secret ISO agent, Mukiibi came out of the closet and openly embraced Musevenism and the mainstream NRM. He for sometime was counted among those vying for the seat of NRM Youth league chairmanship to replace Denis Namara along with Nasur Gaddafy and Jonathan Byaruhanga.

The thing, however, turned out uneasy for him as there was too much propaganda against him on social media. Led by David Kabanda, a faction of NRM youth leaders ganged up against Mukiibi and in favor of Nasur on grounds that Mukiibi wasn’t good enough for the job. Besides the heavily fortified vast property he owns in Muyenga, Hassan Mukiibi also owns one of the largest pine plantations in the Greater Masaka area and still does lucrative construction-related deals in Albertine region.

It’s also true that reformed Mukiibi has since become one of Museveni’s most trusted spies and specifically oversees interests and general protection of Chinese investors who for years have endured extortion by veteran scribes, Ministers, top technocrats and State House aides. Heavily guarded Mukiibi, who carries a diplomatic passport, closely works with Janet Anyine and reliable sources reveal he has, using his private office at Crown House, infillitrated and exposed many Ministers, MPs and technocrats’ dirty deals to Museveni.

One of the guys he has lately been investigating and written vast reports to Museveni about is an opposition veteran legislator (in Parliament since 1996) who one time extorted Shs10bn from Chinese investors under the pretext of getting them free land in his constituency. Museveni has previously hinted on this opposition politician whose arrest is a question of time.

As for his marital status, we couldn’t establish much about Hassan Mukiibi who has lately become the most feared Musevenist amongst the civil servants’ circles.

‘Uganda Danish Cranes’ a team that was merely formed to battle loneliness is eventually in the second position just four points behind table leaders Norrebro FF and is not yet ruled out to win the cup.

Ugandans living in Denmark for the past few years formed a soccer team purposely to battle loneliness and to unify, but they took it up and are currently the second on the Danish Supper league table.

The team that is coached by Fred Okello, former Express and Uganda cranes player comprise of not very prominent players but they have continuously won their league game as never expected.

According to the chairman of the team Deo Musiige, the Uganda Cranes team has been around since the 70s and has won quite a lot of trophies and its main aim now is to win the League cup.

“The main aim of the team is to build the capacity of our Ugandan and African youth. We now look forward to win the Danish Supper league and we shall achieve it if we remain with this spirit,” Musiige said.

So far, the team stands in the second position with 30 points, four behind Norrebro FF. The team has recorded superb wins including a 9-1 thrashing of Rikken and a 5-1 walloping to fourth place Nanoq.

Other remarkable wins include; 5-3 triumph over Berati, 5-2 mauling of Norrebro BK, a 1-0 vistory against Shipping Union and a 5-1 win against Zahle Zebras.

The team is to play FC Nanoq later today and Olympiakos in Danish Pokalen cup on Tuesday next week.

Kenyan Leader Warns over Electoral Violence

Kenya’s President Uhuru Kenyatta has said that the government will not tolerate violence between rival camps of supporters in party primaries ahead of August’s general elections.

He warned that candidates involved in violence would be disqualified from standing and could be prosecuted.

Two parliamentary candidates have been treated in hospital after being caught up in such a clash.

The warning comes a decade after ethnically driven violence killed 1,200 people and displaced half a million from their homes after elections in 2007.

Fears of similar violence at elections in 2013 proved largely unfounded.

In a televised statement made from State House, Mr Kenyatta said:

Chaos and violence that feature in primaries will not be tolerated.

A culture of hooliganism during the electoral process must not and will not be allowed to gain currency and acceptance.”

Machete wielding thugs have listed the homes of the newly elected EALA Representative Mathias Kasamba and former Woman MP for Masaka Freda Mubanda among those to attack.

The much feared terror group has been writing warning notices to different villages in Greater Masaka region and they went ahead to attack the listed homes, leaving occupants cut to death or left with wounds.

Now Kasamba and Mubanda’s homes has been listed among the prominent people in Masaka region for attack. News from sobuja.org says Mubanda has fled her home for dear life.

According to police, the anonymous notice has 14 names of prominent people in Masaka targeted by assailants for their association with President Museveni.

The list includes among other Masaka deputy RDC, deputy Mayor, prominent traders, the chairperson Business community, and the woman MP Rakai among others.

I3 persons were yesterday arraigned before the Nakawa Chief Magistrate court in line with the brutal murder of former Assisant Inspector of Police (AIGP) Andrew Felix Kaweesi, his body Kenneth Erau and driver Godfrey
Wambewo.

The suspects who appeared before Grade 1 Magistrate Noah Ssajabi include Abdu Ashid Mbazira , Higenyi Aramazan Noordin alais taata Abdallahzack, Mugerwa Yusuf alaias Wilson, Bruhan Balyejusa alaias Masiga Jimmy Oguttu,

Maganda Umar Aramathan, Ahamad Senfuka Shaban alaias Sheik Tawheed, Hassan Tumusiime, Ibrahim Kissa alias Colonel Ibra, Osman Mohammed Omarete alias Hirya, Magamabo Hamidu alias Kan Yam, Abdu Majid Ojerere, Kyambadde Joshua Magezi alias Abdu Rahamanand Sheik Musa Ntende Abubakar.

They have been indicted of three counts including the offence of aggravated robbery contrary to Section 285 and 286 (2) of the Penal Code Act, Murder contrary to section 188 and 189 of the penal code act, and Terrorism.

It is said that on the 17th of March this year with malice caused the death of Assistant Inspector General of Police Andrew Felix Kaweesi, his body guard Kenneth Erau and driver Godfrey Wambewo , about 100 meters from his home in Kulambiro, Nakawa Division in Kampala.

Prosecution headed by Anne Ntimba requested court for more time to carry out further investigations in the matter.

The accused persons have been further remanded to Nalufenya prison until the 5th of May when they will return to court for further mention.

Residents of Muswangali zone, Salaama road have woken up in dismay after finding one of their residents shot dead in his shop by unknown assailants.

The deceased have been identified as Mathias Byamugisha. He was operating a business along Salaama road opposite ETM International church.

According to the eye witness, Gideon Muhumuza who is a neighbour, the deceased was attacked in the wee hours of last night at around 3am and shot dead by yet to be known goons.

“We have failed to identify the motive of the attack, because even his car that was parked in front of his house was not tampered with. We are not sure whether they robbed him before killing him because police have condoned the crime scene/his shop,” Muhumuza remarked.

Police has arrived at the scene at around 6am, picked the body and took it to Mulago hospital for postmortem. Investigations into the matter are ongoing.

Meanwhile, by press time, no official statement from police had been released.

Museveni’s state minister in charge of works and transport Aggrey Bagiire (who is also Bunya County MP) has lost his speech abilities and is confined at home for bed rest having recently returned from hospital in South Africa.

Reliable family sources revealed to us last night that the energetic minister can hardly make any intelligible speech as his throat area and tongue are swollen leaving him in dire pain.

“He was diagnosed with something very complex around the neck area and doctors say his throat is blocked and has a big mass of flesh around it making talking and breathing almost impossible,” said reliable family sources.

Bagiire, who has many political enemies both at home and nationally in Kampala, is feared to have been a victim of enemy poisoning as he stepped on many toes in his previous positions. Bagiire has previously been State Minister of Agriculture and was also chairing the NAADS/OWC BOD until last year February when he was re-elected to Parliament.

In his current station, the workaholic minister has greatly been involved in the SGR project which will cost trillions of money from the tax payer. There are concerns Bagiire, in his patriotic style, has been very hard on the Chinese groups which are supposed to fund the Standard Gauge Railway (SGR) project with a loan to the GoU.

“He has been very strong in the negotiations insisting on the best value for money for the people of Uganda at every opportunity,” says a source close to him in the works sector.

His inquisitiveness has uncomforted many heavyweights in the SGR project management and at Finance Ministry who are used to negotiating bad deals for the country. One of the last tasks he carried out at office two weeks ago concerned a long media statement he authored clarifying on the SGR after MPs had raised dust claiming the cost had greatly been exaggerated to rip off the tax payer.

Bagiire had previously actively participated in investigations that resulted into the knifing of CAA MD Makuza. CAA is among the many sub dockets he directly supervises as State Minister for transport. In all these clean up exercises, fearless Bagiire is feared to have stepped on many toes hence his current predicament. Sources say, like ex-Makindye West MP Hussein Kyanjo who for years has suffered the same condition, Bagiire needs prayers.

HAM NOT WELL: In a related development, controversial city property developer Hamis Kiggundu is also not well health-wise. On Friday, snoops shared a lift with him as he retired from his Makerere Ham Tower offices.

“Guys I’m really dying. Some people have told me to try mama Fiina for some spiritual cleansing in case some of the Park Yard vendors have bewitched me but I have refused. I’m a Muslim and I will rather die than go to shrines,” Ham told two aides as he unknowingly shared the lift with a stranger who happened to be our snoop.

The aides asked him for more elaboration and he explained as follows: “Every other day I’m increasingly finding it hard to breathe or even swallow saliva. I have a strange inflammation. At first I thought it as allergy but I have carried out numerous tests in vain. Some doctors say its sinuses [ENT] for which I have taken medication for months to no avail. I think I’m going to seek better treatment in South Africa after this Easter break.”

Ham’s confession of ill health seemed to have broken his aides who looked very scared saying “we still need you boss and can’t lose you this soon.”

Clearly as he walked to his white Mark X car, Ham was evidently in pain as he kept bending and leaning onto his aides for physical support.

Researchers in Kenya say that treated mosquito nets that are widely used in East Africa are not safe and could cause asthma and cancer in infants and young children, the Daily Nation reports.

Its research says that the use of synthetic insecticides contains particles that don’t break down easily.

Dr Festus Tolo, head of Natural Product Research and Drug Development Programme at the Kemri institute says they are working on a natural substitute:

We are looking for a way of coming up with natural extract from pyrethrum to make safe insecticides and even use them in making indoor residual sprays which are harmless”.

Opposition stalwart Col Dr Kizza Besigye has today been blocked by Luzira prison officials from accessing his strong die-hard also a social activist, Dr Stella Nzanzi.

According to officials from Luzira Maximum prison where Nzanzi has been for nearly two weeks, they could not allow Besigye to check on her because Friday is not a visiting day for inmates and that they could only allow him if he could get clearance from above.

“We can only allow you inside if you get clearance from Prisons headquarters,” officials told Besigye.

After an incident, Besigye took to his twitter handle and said; “Tried and failed to visit Dr Stella Nyanzi, a Prisoner of Conscience, at Luzira Prison. My thoughts with her and her family.”

Dr Nyanzi is in Luzira on two counts including cyber harassment contrary to section 24 (1)(2)(a) of the Computer misuse Act 2011 and offensive communication contrary to section 25 of the Computer Misuse Act 2011.

This was after he allegedly insulted president Museveni on facebook by calling him ‘pair of Buttocks.’

High court in Kampala has today issued an interim injunction barring journalists and media houses from running stories concerning last month’s gruesome murder of the former AIGP Andrew Felix Kawesi.

“An order is hereby issued against the Respondents and their agents from publishing any stories/information in as far as the murder of AIGP Andrew Felix Kaweesi until the main application is heard and determined,” court statement reads in part.

This website understands that court has set 21st August, 2017 as the date to hear the main application. This means no media house is allowed to publish any story about the late Kaweesi until then when court will determine whether to continue with the ban or chill it.

“The intention is to gag the media so that security agencies can get a breather and carry out their investigation with no pressure. Otherwise, I doubt that even the IGP himself is interested in the whole fight with the media,” court registra says in the statement.

It should be noted that IGP Kale Kayihura recently sworn an affidavit saying that continuous publication of these stories includes confidential internal correspondence amongst security agencies on the murder investigations of AIGP Kaweesi and that it is injurious to the ongoing investigations and more so bound to jeopardize the security of Uganda.

He therefore wanted court to ban Red Pepper and other online news sites that have continuously published stories concerning Kaweesi’s murder.

Unfortunately, the final ban affects the media at large and social media bandits.
