When Army Chief General Upendra Dwivedi was asked about the current situation on the border, he said that the situation on the Line of Actual Control (LAC) in eastern Ladakh is stable, but sensitive and not normal. General Dwivedi said that although diplomatic talks between the two sides on resolution of the dispute are showing a “positive signal”, the implementation of any plan depends on the military commanders on the ground. He was addressing a program on Chanakya Raksha Samvad.

Even after several diplomatic talks between India and China, the situation has not improved

India and China held two phases of diplomatic talks in July and August with the aim of finding an early resolution to the standoff along the Line of Actual Control (LAC) in eastern Ladakh. To a question, he said, “Diplomatic talks are giving positive signals but we need to understand that diplomatic talks give options and possibilities.” He said, “But when it comes to implementation at the ground level.” So it depends on the military commanders of both sides to decide. The army chief said, “The situation is stable but it is not normal.” And is sensitive. If so, what do we want? We want the situation to be restored before April 2020.” The military standoff between the two armies began in early May 2020.

Why is the deadlock not going away?

Both sides have removed many troops from the standoff points, but despite this, a complete solution to the border dispute has not yet been reached. General Dwivedi said, “Until the situation is restored, the situation will remain sensitive and we are fully prepared to face any kind of contingency.” He said that in this entire scenario, trust has suffered the most. The Army Chief said, “As far as China is concerned, it has been creating curiosity in our minds for a long time. I am saying that with China you have to compete, you have to cooperate, you have to live together, you have to compete.

Last month, National Security Advisor Ajit Doval and China’s Foreign Minister Wang Yi held talks in St. Petersburg, Russia with a focus on finding an early resolution to the dispute. In the meeting held on the sidelines of the BRICS (Brazil, Russia, India, China, South Africa) countries summit, both sides agreed to work “with urgency” to completely withdraw troops from the remaining conflict areas in eastern Ladakh and Had agreed to increase their efforts. In the meeting, Doval told Wang that peace in the border areas and respect for the LAC are necessary to create normalcy in bilateral relations. There was tension in relations between the two countries after the fierce clash in Galwan Valley in June 2020.
