The freezing of federal grants and loans during the administration of Trump has created a myriad of misunderstandings and anxiety among people. This move has been encapsulated in an OMB memo, and it has left millions of people in America wondering how crucial programs like SNAP benefits, student loans, and FAFSA will be affected. Here’s what is unfolding and its implications on you.


Understanding the Federal Funds Freeze

On January 28, 2025, President Trump placed a freeze on all federal financial aid and assistance. The OMB memo, which comes into effect at 5pm on January 28, 2025, directs federal agencies to impose controls on their expenditures, retroactive to the start date to ensure compliance. This position includes placing a stop to spending on diversity, equity, and inclusion (DEI) initiatives, spending on transgender rights, and environmental activities, such as the Green New Deal.

The freeze limits trillions of dollars in federal assistance across the board such as Education grants, healthcare research funding, housing grants, among others. However, direct aid programs such as Social Security and Medicare will not be affected by the freeze.


Is There a Pause in Stamps (SNAP Benefits)?

One of the most pressing issues is whether the Supplemental Nutrition Assistance Program, or SNAP, also referred to food stamps will be affected.

The OMB memo mentions that support channeled directly to an individual is exempt, but SNAP relies on grants allocated by the state, creating ambiguity in its classification.

Advocates fear if not closely monitored, the food aid systems in place to assist millions of families, especially those with children who depend on SNAP benefits, can be rendered unhelpful.


Is FAFSA 2025 Affected?

As we approach a future of effortless access to federal aid, the freeze raises concerns for students and families that depend on FAFSA and Pell Grants. As detailed by the Education Department, direct aid recipients, FAFSA and Pell Grants, should not be affected.

Students, like universities, will have no clarity on whether extra education grants and loans will be effective or suspended, increasing chances of uncertainty.


What Federal Grants Are Paused?

This applies to many federal grants including but not limited to,

  • housing aid
  • small business funding
  • state and local government grants
  • healthcare research like cancer studies
  • nonprofit grants

Even further advanced grants that have already been awarded but have not been funded yet will fall under this freeze, creating issues for both institutions and individuals.


Democrats and legal experts have emerged in fierce opposition to the freeze, considering it an infringement on the Impoundment Control Act which mandates congressional permission to stop funds that have already been appropriated.

On their part, New York Attorney General Leticia James has expressed her plans to pursue a lawsuit, terming the measure as “unconstitutional.”

As an explanation, Schumer added, “freezing these programs is akin to putting a dagger at the heart of the average American family and could spell disaster for any program that has to do with childcare or disaster response and so on.”


What Is Going To Happen Next?

F agencies will have until February 10 to provide more detailed explanations of the programs that were put on pause. The OMB could potentially approve those exceptions but the broader impact of this decision is still unknown.
