In view of these challenges, Qureshi stressed the importance of debate in Parliament and urged lawmakers to resolve these practical issues.
“Rural people care more about local issues than national policies. If they cannot vote due to logistical issues, their voice will be silenced,” he said.
The former CEC also highlighted the constitutional requirements to implement the proposal.
Any amendment would require a majority in both houses of Parliament, as well as approval from at least half the states, he said. The process could prove complex and controversial, he said.
