A budget of Rs 30 crore was allocated for free coaching facility to scheduled caste and OBC students but till January 3, only Rs 6.9 crore (23 percent) was spent.
The ministries of Modi government and its various departments are trying to reach their target of spending 75 percent of the budget allocation. But in many schemes of these ministries, the condition of expenditure is very poor. The beneficiaries of these schemes are Scheduled Castes, Scheduled Tribes, Other Backward Classes, Women, Minorities and Divyangs. In the nine months, much of the money allocated in the budget for their welfare schemes has been spent. The Modi government could spend very little money on SC, ST, OBC students’ scholarships, coaching and allotment on hostels. Less than 10% of the expenditure on hostels has been spent in nine months. These figures have come out from RTI.
The Ministry of Social Justice and Empowerment had allocated Rs 2,926 crore for post-matric scholarship to scheduled caste students but the expenditure was only Rs 1,731.31 crore. Only 59.15 percent. A budget of Rs 30 crore was allocated for free coaching facility to scheduled caste and OBC students but till January 3, only Rs 6.9 crore (23 percent) was spent.
A budget allocation of Rs 107.76 crore was allocated for Babu Jagjivan Ram Hostel Scheme but the expenditure was only Rs 7.6 crore (7.05 per cent). OBC students were allocated Rs 220 crore for scholarship before matriculation but the ministry was able to spend only Rs 122.53 crore (55.69 percent). Similarly, Rs 355 crore was allocated for scholarship to scheduled caste students before matriculation but the expenditure was only Rs 182.67 crore (51.45 per cent).
The Ministry of Social Justice and Empowerment has several schemes for the welfare of the differently abled. Appropriate budget was also allocated for these schemes, but the Ministry could not spend these funds in full. For example, a total allocation of Rs 41.21 crore was allocated for the National Disability Finance Development Corporation, but the actual expenditure was zero till January 7. Similarly, for the establishment of the Center for Disability Sports, out of the allocated amount of Rs 17 crore, not one rupee was spent till January 7. Rs 8 crore was also allocated for Braille Press, but nothing was spent.
