Let us tell you that during the hearing of a petition in 2006 regarding the appointment of DGP, the Supreme Court had expected the state governments to make a new system by law to free the police system from all pressure.

Lucknow. The Yogi government of Uttar Pradesh has revived many ifs and buts by clearing the way for the selection of the Director General of Police (DGP). The question is even being raised whether all this has been done for a police officer. Let us tell you that a permanent DGP has not been appointed in the state for almost three years. After making the new rules, now the government will not need approval from UPSC for the permanent appointment of DGP.

Let us tell you that during the hearing of a petition in 2006 regarding the appointment of DGP, the Supreme Court had expected the state governments to make a new system by law to free the police system from all pressure. After that, Punjab, Telangana and Andhra Pradesh governments have made rules regarding the appointment of DGP. Uttar Pradesh has become the fourth state to make new rules for the appointment of DGP. It has been made clear in the rules that now the appointment of DGP will be done on the basis of better service record and experience of the concerned IPS officer. Only those officers will be given preference for the appointment of DGP, who have at least six months of their tenure remaining.

There is also a provision in the new rules that the DGP will be appointed for at least two years, but if the state government is dissatisfied with the work of the DGP, he can also remove him. At the same time, DGP will be selected only from among the officers in level 16 of the pay matrix. Current DGP Prashant Kumar is the fourth acting DGP of the state. He will retire on May 31 next year. Since Prashant Kumar’s tenure is still more than six months, it will be possible for the committee to consider his name in the selection of DGP once the new rules are implemented. The government is also happy with Prashant Kumar, barring any exception he has kept the law and order situation in the state under strict control. His image is also that of a courageous officer. According to the earlier arrangement for the appointment of DGP, the government used to send to UPSC the names of those officers who have completed 30 years in police service and have six months of tenure remaining. UPSC used to send a panel of names of three officers to the state government, out of which the government would appoint one as DGP.
