Tamil Nadu published a unified draft of the electoral roll in the state on 29 October. According to the special summary revision of Photo Voter List 2025, the total voters in Tamil Nadu are 6,27,30,588. Of these, 3,07,90,791 were men and 3,19,30,833 were women. The number of third gender voters was 8,964. According to the report, the highest number of voters in the state is in Sholinganallur assembly constituency, where there are 6,76,133 voters. Sholinganallur is a suburb in southern Chennai and is home to a large number of IT and ITeS companies.

The lowest number of voters, according to the draft integrated voter list, was in Kilvelur assembly constituency in Nagapattinam district. The number of voters in Kilvelur was only 1,73,230. The special campaign will be conducted in the state on November 16-17 and November 23-24 at designated locations, which are usually polling stations in the constituency.

During these special drives, forms for adding or deleting names from the voter list will be made available. During the campaign, voters can also apply to link their Aadhaar with their Voter Photo Identity Card or EPIC, or get entries in the voter list modified or transferred.
