Senior Superintendent of Berhampur Circle Jail, DN Barik, said that we have collected documents of six prisoners, including Panda, who are willing to take admission in the two-year MA (Public Administration) course through correspondence course. Jail teacher Sanatan Khillar said, after their admission, study materials will be provided, and the prisoners will independently prepare and appear for the exams.

Top Maoist leader Sabyasachi Panda, who is serving life imprisonment in Odisha’s Berhampur Circle Jail, has expressed interest in pursuing MA in Public Administration through Odisha State Open University (OSOU) this year. Panda, who did his BA from Indira Gandhi National Open University (IGNOU) two years ago, is one of the six prisoners who have submitted documents for enrollment in the two-year MA (Public Administration) correspondence course at OSU. Four of the six are convicted, including 55-year-old Panda, and two are undertrials.

Panda was arrested in Berhampur on 18 July 2014 and has been in jail since then. He is an accused in more than 130 Maoist-related cases in various districts. A local court has sentenced him to life imprisonment on charges of waging war against the country.
