It is my intention to put forward the following proposal for suspension of listed business for 25th November 2024. This House suspends the relevant rules relating to Zero Hour and Question Hour and other business of the day to discuss the formation of a Joint Parliamentary Committee (JPC).

Leader of Opposition in Rajya Sabha Mallikarjun Kharge on Monday issued a suspension notice under Rule 267, urging discussion on forming a Joint Parliamentary Committee (JPC) to investigate the alleged misconduct of the Adani Group. Rule 267 is part of the rules of procedure and conduct of business in the Council of States that allows members to proceed for suspension of the rules to discuss urgent matters. Kharge’s letter to Rajya Sabha Chairman and Vice President Jagdeep Dhankhar said, I give notice under Rule 267 of the Rules of Procedure and Conduct of Business in the Council of States (Rajya Sabha).

The letter mentions that serious allegations of corruption, bribery and financial irregularities by the Adani Group include investigating alleged misconduct, particularly in the context of the Solar Energy Corporation of India (SECI) tender.

Kharge’s letter also said that allegations of widespread stock manipulation, accounting fraud, exploitation of tax havens and significant accumulation of debt by the Adani Group should also be discussed. Serious concerns over the synergy of Prime Minister Narendra Modi’s diplomatic moves with Adani’s international business expansion are raising questions about the possible misuse of the state machinery to promote private interests at the expense of India’s global reputation.
