In preparation for the summit, Pakistani authorities have taken extensive measures to address the ongoing political unrest and terrorist violence. Army has been deployed across Islamabad and hundreds of supporters of jailed opposition leader Imran Khan have been arrested. New laws limiting protests have also been implemented, although the Pakistan Tehreek-e-Insaf (PTI) party recently canceled a planned demonstration.

External Affairs Minister S Jaishankar reached Islamabad, Pakistan for the 23rd meeting of the Council of Heads of Government (CHG) of the Shanghai Cooperation Organization (SCO). Everyone from the Chinese Prime Minister to the Russian Prime Minister has reached Pakistan. The two-day summit is being attended by top leaders of member countries and is being held under tight security measures. Major routes and businesses have been closed in both Islamabad and its neighboring city Rawalpindi due to security concerns. Indian Prime Minister Narendra Modi had clearly refused to attend this meeting. The reason for this is the obvious relations between the two countries. Amidst all this, the special plane of Indian Foreign Minister Dr. S. Jaishankar has landed at Pakistan airport. Pakistan Army was seen ready at the airport on this occasion. The government of Pakistan has left the responsibility of Jaishankar’s security to the army.

There are enclaves and main summit sites. The summit will begin on Tuesday with the arrival of delegations, followed by a welcome dinner hosted by the Pakistani Prime Minister. Official proceedings on Wednesday will include remarks by the Prime Minister of Pakistan, document signing and closing statements. The leaders are also scheduled to issue media statements and attend an official lunch.
